DG DEVCO (EuropeAid) is responsible for designing and formulating the international cooperation and development policy for the European Union. It delivers aid through the world in the hope of ensuring sustainable economic, social and environmental development and in the hopes of promoting democracy, rule of law, good governance and human rights. They cooperate with developing countries at different stages of development, but also with those countries that are currently transitioning from low income to upper middle income countries.

Trade is believed to be essential for sustained economic growth and development and as such falls under the sector for economic growth. Facilitating the integration of poor countries in to the world economy is one of the priorities of the European Commission and a variety of approaches to trade and development are taken. Among other thing, DEVCO works with Aid for Trade, funds trade-related projects and programmes, works with the development of trade agreements and has signed a joint Africa-EU Strategic Partnership.
